AMD 650 dropping frames with Ulead Video Studeo 7

I recently bought a JVC DV video-camera and decided to buy some kit to edit it via my PC. Heres my kit list:

AMD Athlon 650
20GB "Western Digital Caviar" booting drive
40GB "Seagate Barracuda" capturing drive
CD and CD-R drives
128MD PC100 SDRAM
(1 internal 2 external port) Pinnacle firewire card
Ulead VideoStudio 7
Windows 98SE
The hard drives are on on Primary IDE channel and drives are on secondary. The 40GB drive has a Drive overlay installed to allow the system to boot by tricking the Bios that its smaller than it is.
When using Ulead to capture video, I drop about 150 frames per 600, making the video very jerky. Anyone have any ideas whats causing this? Do I just need more ram? A friend told me to enble DMA on the hard drives but when I reboot its not enabled anymore...
Any ideas greatly appreciated!
