DELL, DAZZLE, AND WINDOWS MOVIE MAKER

I have a dell desktop (2002) with premium dell movie studio, dazzle capture device and video wave 4 that has never worked properly. I deleted the wave 4 software and I am trying to use windows movie maker now. Each time I start the program I get a "device busy" message when attempting to access the dazzle capture device. No programs are running and I thought removing wave 4 would help, but alas, no. Why does the message appear? How can I get movie maker to work with my capture device?

what operating system ?

what version of drivers for the dazzle capture device ?

what other software i.e. pvr is running in the background , that may be using the dazzle hardware ?
