Pixelation on stills

Stills from Premiere Pro timeline appear tp show rectangular pixels when the timeline is run.
With the timeline stationary definition is better, although not as good as the original that was shot.
Sony HD minidv tape was used, shot in HD, then downconverted to SD from camcorder.

This applies to a number of stills of both scenes and text notices.

Any useful comments please?

Did you do the down-conversion in the camcorder? This is one of the things I warn about, camcorder down-conversion is poor, it's better to capture and work in HD, then do an export in SD from the timeline.
