If possible, how please?

Project edited in Premiere Pro CS6 in 4:3 format.

Can this safely be changed to 16:9 format before Premiere edit is completed?.

I'd save it as a " project" then save another as "project WS" and see. 

It should all be there info wise, but the images will be distorted, bearing in mind that you'll have set up captions etc as 4x3.

I use FCp so I am going from knowledge of earlier Premier projects -  they all pretty much work the same.
