Anyone know where I can get a freely downloadably programme that will convert.jpg graphic files to the mpeg1 format so they can then be then burned onto onto a videoCD

I don't know of anything free that's not pirated, and that will do an acceptable job, or do it in less than half a lifetime 
.
There are a few things that will make an attempt, but when after letting them run night and day the result is rubbish you wonder why you bother.
I'd recommend buying the Xing encoder. It'll cost a few $ but it's worth it - if only for your sanity!
