I have used a dual boot system for several years. I decided to re-install the XP and Win7 system, as I didn`t use some programs, and Win 7 was slow.
I use Premiere CS2. But although the new install on XP will edit HDV from the Canon HV20, transitions vary in length. 1 second at the start of the timeline, and the next transition is 21 frames, the next is 13 frames and the rest about 9 frames.
DV footage is ok. The only thing is, at the start of every clip from the HV20, there is a few frames of green...! It`s not a lot better if I edit the first 25 frames either.
Does CS2 really edit HDV? Or is there a fix please?
Win 7 64bit is another story. Not sure if I like it! I have re-installed it three times, and each time is different. Perhaps I should have bought XP 64bit. Does anyone have experience of that please?

Decided to stay with Win7, as long as it behaves! Gone is the dual boot, and programs I use work with Win7. Even ScLive, and I have captured a one hour DV tape without any problems.
Green flashing on the first frames of HDV in CS2, is a problem with CS2. They play ok in Prem. Elements which it looks like I shall be using.
