Sometimes, when a clip has an effect added, it then displays with some horizontal flashes across it.
This does not affect a consecutive clip that has had the same treatment and is of an almost identical subject.
Using either "Rendering Effects" or '"Rendering The Whole Work Area' does not cure this problem.

Overcame problem. This could not be done if motion was required.
Used procedure described by Mark in his posting for CS6 Stabilser.
Made a still. Deleted clip in timeline. Inserted still. Added effects.
Rendered.
