if you are transfering the pictures with the cable that came with the camera , you will need to connect the camera to the pc with a firewire cable to allow the 'capture' of digital video to the pc.
this will also mean that you need a firewire connector on your pc , or if you don't have one , you will need to buy a firewire card.

well if you tell us what equipment you already have , how many tapes and what you are willing to spend , we may have a starting point to work from

It depends on your Hi8 cameras video out jacks. Are they RCA,S-Video ? I doubt they are fire wire.
In that case , for analog capture, use products from Pinaccle or Belkin. Belkins USBII VideoBus will get the job done for RCA & S-Video. [Mac or PC versions]
Belkin comes with DVD authoring software as do most products for capturing hardware etc..Windows XP comes with Movie making software already installed by default, this software will also capture your videos.
Some cameras also use a USB video out.

Still on this subject. I just purchased a Panasonic NV GS 200 mini dv camcorder. Since it's been in my studio I tried most everything that it was said it could do and it did. But when I tried my first movie to export it to Mini DV ( back to the CAMCORDER) i AM HAVING PICTURE DISTORTION BLACK SQUARES AND ALSO THE AUDIO IS WISTLING AND CUT.
I thing that the preset in my Matrox has to be set to my camcorder. But it's all by trial an derror or what.

To round my story : I capture video files on Matrox RTX10 and edit the stuff on Premiere 6.5. I use 2 Hard disk to store and edit the material which are 70 gb and 200 gb. They are both 72 rpm speed and my PC is P4 2.0 mhz and 512 mb ram.

1. have you renderred all the bits that need rendering ?
2. is camcorder powerred by power supply or battery ?
3. have you tried 'generic ieee1394' rather than a specific control method.

i tend to create a finished avi of the timeline , then reload that to a new timeline and play that back to camera.

Thanks for your prompt answer and interest. Yes I finished my movie and rendered it and also saved it on a different hard disk. But to answer the last part of your mail about the ieee 1394, I just left everything as it was. And in fact I don't know from whre to alter this.

The movies start to record on the mini dv but as soon as a few seconds pass the picture and the audio begin to cut.

then i would suggest you check whether

1. ieee1394 networking is enabled on your pc ?
2. firewall is enabled on that connection ?

if they are , disable them and antivirus software etc.

then try again.

if that doesn't work , a complete list of major components in your pc may point to the culprit.
