MPEG Encoding - Hardware vs Software

I have heard mixed reports about the difference in quality between hardware encoded mpeg 1 and software encoded mpeg1. Does hardware encoding provide better quality then software. I have been using the xing software encoder and have noticed some things becoming 'wavy' when doing a pan across. Is this something to do with mpeg 1 or is it something to do with the encoding software.

If there is better software for this any recommendations.

Also is there an easy to use mpeg 2 software encoder?

I think the alliance between C Cube and Ulead with chip capacity at $75 each in bulk promises MPEG2 coding and encoding at realtime speeds, this will make I think software MPEG2 encoders obsolete.

As these chips allow realtime transitions and frame accurate editing all within MPEG2, it would seem to be an answer to a maidens prayer.

I'm very surprised that more people haven't picked up on this, it really is a giant step forward at a what could be a small price.
