Dumb problem that I cannot solve. I use Win98 with Mspro6 6.0.0.2 and the latest latest avmaster drivers.
The problem I have is when using powerplay I remove the check data rate. This seems to ensure mspro doesn't re-render the raw video. However when I get to transitions ect that it has to render the datarate rockets up to 5000 and can cause flashes.. How do I keep this datarate low, supposedly transitions are supposed to be low numbers not 5000. If I put the checkdata rate on it simply re-renders all the video and transitions. This has to be easy but I cannot find the solution

You need to set the correct compression quality factor in the project properties. This is the compression level used when the editor is rendering clips, it's usually best to use the same factor that you set when capturing, then everything is consistent.

To change it, edit the properties for the current project and go to the compression tab.
