Can anyone let me know if there is a programme for the PC, which lets you change voices to say a Dalek from Dr Who or allow you to make other sound effects??

Dont know of any programs, but i,ve got the soundblaster live value, sound card, and it has a thing that lets you do all sorts of weird sound alterations to voices, i,ll have a mess about later in the week, and if i can make it sound like a dalek i,ll let you know.

The "Dalek" sound effect is achieved using a process known as ring modulation. Any audio editor which has a ring modulator, or supports plug-ins containing a ring modulation filter can replicate this effect. There are Direct X RM's available, which will plug into Cool Edit, Sound Forge et al.
