Streaming advice please

I need to encode a 3min clip for streaming. I'd appreciate some advice on achieving the optimal result. I have Win media encoder 9. I also have Win movie maker 5.1 (media centre edition), and MSP 7. The latter only seems to give me an option for WMV HD - whatever that is (Hi def?)

I have a copy of the quicktime for web article from computervideo magazine.
I also think a newer version by Pete Wells was available on the last editions dvd , byut that disk is at work , so can't tell you where that file is.

i have a few on my machine at work that you can look at , see the settings , and see what works for you ......

will be online from about 9.00am monday morning , i'll pm address then

i may also find pete wells info on streaming/codecs.

Whats the target audience, thats your first bottleneck (dial up, DSL etc) is it for home users or corporate where you can be safe using 500K?
What size is the video now PAL? and whats your ideal output size, can you afford to lower the frame rate or will that kill the effect.
If you can tell us this it might be easier to discuss options, I have a render farm here wasting electric I'm happy to run off a test for you if you can upload the file to my FTP server.

The file doesn't exist yet Nick! It'll be in the form of a 3 or 4 minute example of our event video and photography. The website is only in the early stages of development.
