streaming 'turbine'

I'm looking for any knowledge on a program that acts as a web interface and converts an uploaded movie into a compressed streaming web movie on a streaming server.
Sort of like Cleaner XL that can be accessed online

As far as I can remember Media 100 and then Discreet offered a software package called Cleaner Live which although quite pricey (£3k) might have been what you are looking for. But after a quick look I can't seem to find out what happened to it.
